Fuel pressure at on position not always the same?

Fuel pressure at on position not always the same?
I checked my pressure today at was at 60 psi and van started right up waited a few min. turn the key on and was at 55psi and van started right up waited a few more mins. and turned key on and it was at 40 psi. The fuel pump is only 2 months old is it bad?
