Check the manual. My wife's HHR has features like that that can be adjusted through the steering wheel buttons and dash readout.

Default dash board light adjustment

Are you able to turn the dash board light **** all the way to the brightest and then a bit more to lock on the interior cabin light?

Default there are two switches ...

On my 2003 the door activated lights go out after about 10 minutes (?) as a safety to save the battery.

I do not know why the cabin light goes off if it is locked ON. I must admit that I've never left it on that long. What happens if you leave the head lights ON and lock the cabin light ON?

Yup, it should stay on for 10-15 minutes, then shut off even if you have the switch turned to on to save battery. MAYBE, your battery is getting back and it isn't showing enough power and it is shutting off. Without starting the van, check the voltage of the battery with a meter. It should be about 11.6-12v I believe. Anything below that and I bet the computer is trying save the juice.

Just a guess though.
