Try using 2 jumper wires and put one to ground and the other to B+, If the clutch engages, then your looking at a wiring issue. If you say you have power, maybe the ground is bad?
To remove the clutch you remove the nut in the center of the clutch, and using a puller found in an A\C service kit, you just pull the outer part of the clutch off. Then there is a snap ring that holds the magnet in place. the magnet is sometimes a bugger to get off, but if you are replacing it, don't worry about damaging it.

It doesn't look good for just a clutch.There's no nut there (for removing).There's a ,what looks like,a bolt sticking out with threads on the end and it's all rusty.Or shoyld I say remnents of what looks like used to be threads.
