Default Cleaning EGR valve without taking it out?

Im getting the engine code for a faulty EGR valve, I was told that I could jsut soak it in carborator cleaner and it should remove all the guck that is causing the solenoids to stick. I tried removing it but the bolt it covered in rust and grime and wont move even if I heat it.

I dont really want to break the bolt, I was wondering if anyone knew a method of cleaning this thing without removing it?

Spray it with PB Blaster and tap on the bolt head to start a vibration and the blaster will work its way into the threads if you are lucky. This is a good method for removing stuck bolts. You have to remove it to clean it.
