Default Disappointing power.

I hope someone here is willing to share some set up advise. I built a .040 350ci with 202/160 double hump heads. I am running a L48 camshaft 390/410 195/202 LSA112. 700r4 Skip White Air Gap intake with a 750 Edelbrock. Engine runs good/it's smooth. Has NO bottom end power to speak of. It will barely bark the tires. We took it to dyno today and pulled a whopping 214 HP at the wheels. I am only running stock gears which is 273 but dang it. Several of my racing buddies think it should be an easy 350 horse engine. I know the first thing y'all are going to say is Double Humps. REALLY. it's what I have and they are small chamber 63cc heads. Intake is a dual plane.
