Default idle relearn

i have an older car that may need an idle relearn procedure. Idles excessively high when cold and misses during operation. The procedure says to wait until the cooling fans cycle as part of the test. My cooling fans don';t cycle. ever. I did the old obd 1 paper clip procedure to check for codes (there werent any). but guess what! the cooling fans came on. wierd! Could i be having a pcm problem? I have cleaned throttle body iac egr etc. also tune ups and recent injectors. I feel like the cooling fan thing is telling me something. any ideas would be appreciated. 91 chevy lumina sedan 3.1
