Default Transmission or Transfer case vent spurting fluid ?

2000 S10 ZR2 4.3 4x4 auto.
A vent tube connected to the transmission dip stick is spurting fluid. A neighbor said he thinks its to the transfer case. Anyway why is it venting fluid ? If itis the transfer case Is this something that I can fix or a serious problem ?
What parts will I need? & would there be anything ese that should be replaced while its apart? Transmission fluid is low and TC is overfilled.
Thank you

Before you do anything else, make sure both the transfer case and the transmission are filled to the proper level. Then see if it is still venting fluid.
