Default 2-3k rpm after throttle body clean

Hello,
I was having some issues with hesitation/bogged acceleration at lower speeds(2011 Police package 3900), trying to get up to 65 mph, If I floored it, it seemed to be fine. Checked throttle body and hoses around it. TB was dirty so cleaned it The rubber housing for the pcv vent line on the fresh air intake was cracked so replaced that, and also cleaned MAF with MAF cleaner. Started everything up and it was idling at 2.2k rpms. Did relearn procedure with no change.

I then took it out on the interstate to try the 45+ relearn. I noticed it would drive on its own(getting up to 30 mph and shifting into higher gears). It only stopped when I was stopped and pressing brake down. then it would return to normal, but once I even lightly tapped the gas It would stick again.

Plugged in my scan tool and tp% when initially started is 28% and will go higher but not lower. When dropped into gear and after waiting with brake depressed, it will slowly drop to 17% and it can then be moved back to P/N and RPMS return to normal 500-600 range. When driving with scan tool I can see tp% getting stuck at 28%+ whenever gas pedal is depressed and then released, and only slowly returning when brake is fully depressed. Once you release the brake and wait a few seconds, throttle opens back up on its own again and car accelerates. I have noticed if you stop on an incline and then release the brake, the throttle remains at 17% and does not open/or try to accelerate.

One more thing I have noticed, If you are in gear, and get the TP% to 17 and put into park or neutral, it stays at 17%, but if you put it into park with TP at 28%+ it says there as well, and idles around 2.2k.
