Default 2000 Impala, no highbeams

So far, I hate my 2000 Impala. I never should have bought a first model year. Ever since I bought it used, the highbeam headlamps do not work. They don't work as DRL's or as standard highbeams for country night driving. The DRL fuse is good, the relay controls both high and low beams and it is good (Seeing as the low beams work) and the multifunction switch and body control module have both been replaced with brand new GM parts (As I work for a Chevrolet/Cadillac dealer.) This is really frustrating. I am moving to the country soon and really need these to work like right now. Any ideas? I'm about ready to install a 30 amp toggle switch and hard wire them. Help please!

Isn't there a separate relay module for the DRL? Doesn't this have a separate relay and voltage reduction circuit for the high beam lamps ?

Not that I have found. I'll have to do some looking for that today when I go to work.
