Default 99 Tahoe crank no start/no fuel pressure

Ok, so I have this problem with my 99 Tahoe that I just bought, but let me give you a little history on it first. The guy that I got it from said it had been sitting in storage for the past three years and during that time someone broke into it and tore up the dash. He told me that it ran but a week prior sputtered and would not start, said it was fuel pump or relay. Being the all trusting sucker that I am, I took his word for it and bought the Tahoe. That s when my nightmare began but I refuse to give up.
Since it was broken into, the ignition was drilled and a resistor was connected to the orange/black wire to the yellow wire on the key lock housing. Not knowing its purpose, I removed it and replaced the key lock cylinder. I also replaced the fuel pump (cleaned and flushed tank), the fuel filter, fuel relay, and intake air filter. After all this and a new battery the truck will turn on then die. Tried relearn procedure and every pass lock bypass I could find and I still cant get it to stay running. Another thing is after hooking a fuel pressure tester up to it, its not registering any pressure from the key turned to on all the way to cranking engine no pressure registers. If anyone can give me any advice or point me in the right direction I would really appreciate it. Ive made it my mission to get this truck running because everyone said i cant

try using a jumper wire from positive battery post to the fuse box, next to the fuel pump relay is a prime terminal. This will turn on the fuel pump.
