Default High beam problem

2001 Impala

My high beams (all four bulbs) light up when you use the flash to pass position on the multi-function switch. If you pull the switch all the way back and release to keep the high beams on constantly, only the two inner brights stay on, the outer lowbeams turn off. Are all four bulbs supposed to be lit in constant highbeam operation? If so, there is a problem. Could this be a relay or switch problem or something else?

No all four bulbs arent suppose to be on..Mine are though, i made mine like that for night driving
