2001 Malibu Passed Emissions but failed Smog Test

Since my car passed it's smog test I wanted to try to fix my car now.
In my first post I mentioned my temp gauge not working all of the time. It's still doing that. On my way in this morning I hooked up my OBD2 scanner and watched the live data function of it. Even though I have a 190 degree fail safe thermostat my coolant temp never got above 154 degrees and on my way in my temp gauge stopped working again. This happened yesterday as well but as usual on my way home when it's warmer out when my coolant temp hit 177 degrees my temp gauge started working again. I believe my fail safe thermostat failed open and isn't allowing the engine to warm up properly and that's what's making my temp gauge act the way it is.
Does that sound reasonable?
