Default 2008 Malibu will not start or crank

I've read all through these forums and have not found the answer to this problem. Here is the troubleshooting I have already done.

-Replaced battery - I knew it needed to be replaced because of corrosion (blue stuff) on the negative terminal and verified that it had 12.4 - 12.6 volts. Although now it reads 11.6.

-Traced to the Starter relay and completed the circuit. The engine DID crank! However will not start.

-Tried the anti-theft reset (even though the anti-theft light was not on)

-Tried starting in Neutral/Park, jiggling the shifter, 20 or so times

I'm not sure how to trace it down further.

I should have updated this a long time ago. I had the vehicle towed to the dealer and the problem ended up being the ECM (Engine Control Module). It sits right in front of the battery.
