Default 97 Monte Carlo won't start

I have no console lights on, the fluids are fine and everything seems tight in the engine. The car wants to start, but won't. Everything electrical works. My neighbor who isn't a mechanic but knows more than me thinks its a fuel pump problem. He said it should be making a noise when the car goes into 'on' and apparently that isn't there. I don't know if this is enough information to figure anything out, but I'm trying anyway. Thanks for anything and everything.

I thought the same on my moms lumina and when it got at ambient temp the car started OK. I think its more a signal problem. have you tried removing the relay and jumping with a wire. Im still diagnosing the lumi. Intermittent problems suck.
