1970 Nova Steering column

1970 Nova Steering column
I have a 1970 Nova that was originally a standard 3-speed on the column. It has been converted to 4-speeed. Can the hole in the steering column left by the removal of the shifter lever be rotated to the bottom of the column or does anyone make a plug for the hole ?
