transmission shift problem

transmission shift problem
When I'm rolling already anywhere from about 10mph to 45 or 50mph and I put pedal to floor it will downshift if needed but will go to redline and won't shift up. To get it to shift I have to leave of gas at least once sometimes up to 3x. Fluid level is fine. What could it be?
