Default Z71 Cold coolant, new 195 thermostat.

I had a OBTII error for the EVAP and started doing some testing. I found that the coolant temp was around 110-120, the EVAP reqires a temp of above 122, I think. I replaced the stat with a good Prestone 777-195. This didn't change anything, I drove for about 10 miles and tested coolant with my finger and my Jacuzzi in the backyard runs about the same temp. Is there a by-pass that I am missing? Any help?

Sorry, this is a 1998 with a 5.7 (California).
