1996 Chevrolet Silverado

I just had my transmission rebuilt by a retired GM expert, so I am considering it in good operational capacity, I reinstalled it, also put a new shifting position sensor, TPS, torque converter and Shift cable in. All the gears make the vehicle move from park. When I start going the transmission seems to shift from 1st to 2nd fine but when it goes to shift to 3rd it isn't there and it just revs up and is out of gear. When it coasts back down to a low enough speed it reengages into 2nd. With all the new parts installed I am hoping an expert will have some clue as to what the problem may be. I should also mention that the engine was rebuilt this summer and is running fine.
