Default brake help

I have a 99 old body style chevy. The brake pedal almost goes to the floor when brakeing. It has been like this for about 5 yrs and has never given me any trouble. I recently have moved and it was time for inspection and the place I took it said it would not pass. Back home it never even raised a question. They told me tha it was probbaly my booster. I always thought that the booster would make it harder to brake if the booster was going out. What do you guys think is the problem? I need to get it inspected.

Have you looked at the fluid in the master cylinder?

Have you tried bleeding the brakes?

if the only symptom is a deep pedal and no sponginess is present at the pedal; make sure the rear drum brakes are properly adjusted.

If the shoes have to much clearance, the m/c has to displace alot of fluid to move the wheel cylinders out to engage the rear shoes/drums.
