Default California Emission

Can anyone tell me what the California emission consist of?
I had an 95 chevy 4x4 that was from California and it lacked performance (gutless) When I went into GM back then to see what I could do to fix it they said nothing they could do because of pumps and internal parts.
I am looking at 2008 > 2500 Chevy Crew cab with 6.0 and it has California Emission
Was wondering if today with the programing can this be re programmed to get rid of the CE with out setting off a bunch of sensors?
Please let me know

If you live in California, you cant re-program or remove any of that stuff or it will not pass state inspection or emissions. If your buying a vehicle from Cali and you live outside, yeah you can have it converted. I know for a fact there is a pump mounted on the side of the engine, not sure what it does, but all cars and trucks have the mounting bracket for it. Im not sure about internal parts. Sounds like an expensive pain in the a**. I would say stay away from buying vehicles from Cali if you live somwhere else.
