I have a 88 Silverado, I was headed to work & I needed to charge my phone, went to plug it into the lighter & all of a sudden my dash lights & parking lights go off. 1st inspection of the fuse block, I seen the parking light fuse was blown, I go to put another 1 n & before I can get it in all the way, 1 side of the fuse inlet is sparkin...is my fuse block bad or maybe just a short under the dash? Please Help!

 

there is either a short in your 12v outlet, or your phone charger is bad

the reason it sparked when you went to put the fuse in is the same reason your battery cables will occasionally spark when you hook them back up, if something is trying to draw current, the current will jump over a gap...... you left the lights on and/or the charger plugged in, didnt you...
