Cool idles too high at times

94 c1500,4.3 4l60e. throttle body.

at times when i first start the truck it will immediately go to 1500 rpm {no check engine light} do a bunch of restarts and it will clear up sometimes. for a while i could take the positive post off the terminal and it would clear and go back to around 700 rpm on the next start.
started doing it again {battery thing didn't work}so unplugged the tps and it cleared. did it again and unplugging anything didn't help until next morning when it decided it was done messing with me and idled fine. now running fine. now just waiting for the next time.
i was thinking to start by replacing the tps.
any idea?
thanx in advance

when you first start ..the rpm's will be high... it happens when the engine is cold...does it happen when the engine is warm?
