Idle ramps up & down only when its cold out. After it warms up its fine.

 

Disconnect the battery and clean the throttle body. It's best of you remove it off the vehicle to ensure all the carbon is removed. If you're using a K&N filter (or type that requires a little oil) clean the MAF sensor with an approved cleaner (autozone sells it).
