I got the same for mine, I haven't done the VSS Plug yet, but have already been to one dealer that couldn't get it unlocked. Suppose to take it in tue to another dealer who said they would try.

do a search for "unlocking a nav after installation" in the suburban section
It will give very specific instructions for your dealer to unlock the nav
