My 08 Silverado has automatic headlights. They will not come on at night or by manually turning them on. However when I turn the ignition off, the headlights come on in the curtesy mode. You know, so you can walk to your door before they time out.

First thing to do with all electrical problems is to check all the fuses in both fuse boxes.
