Default Seeking Chevy Spark Tech in San Diego (Dealer wants $1400)

My mom’s Chevy Spark A/C is dead. AC button light will not illuminate and compressor will not kick on. It is not a refrigerant issue. I have tried everything, new control panel, fuses relays, jumping compressor works but no signal to or from control panel. Before it went out it was intermittent, sometimes button would work sometimes it wouldn’t.

Dealer charged me $275 for diag, said it was the A/C control panel that needed to be replaced and needs programming. I replaced it, twice, with GM new part—turns out it’s not even a programmable part, and the issue is still there. Dealer refuses to re-diag and wants $1400 to proceed with repair based off original dish which I believe to be incorrect

I think it’s an electrical/control issue (maybe BCM or ECM related?) but not 100% sure. I just need someone with GM tools who can diag it correctly. I’m not looking for free work—I will absolutely pay for the time. I just can’t afford to sink $1400 into a guess.

This is my mom’s only car. My dad is 80 and can’t get to his doctor in the summer heat without A/C. I’m in North County San Diego but can drive anywhere.

If anyone knows an independent Chevy tech (even someone who works at a Chevy dealer but does side work), please DM or comment.
