Default 04 burb liftgate won't open

My 04 liftgate is stuck closed. The gate or the glass won't move. It sounds like it is unlocking but nothing will move. Is there a way to open it from the inside? Is there a common problem like this? The gate is manual, no power

Update

After locking and unlocking several times it opened. I pulled the rear panel and everything looks fine, nothing bent, broken, or not connected. So I don't know if it was operator error, something sticking or something else.
I'm just thinking about unplugging the lock actuator so I can still open it and leave it unlocked for the winter and mess with it in the summer when it's not 10 degrees outside.
If it won't open, I found that if you crawl inside the talegate panel is 2 pieces and you can bend the bottom piece open enough to unlock it manually, it;s right there and takes 2 seconds.
