Default 2007 Suburban Liftgate not working

I have a 2007 suburban. The liftgate opens, but will not do so automatically. The only way it will work is if I shut off the auto open using the switch on the roof in the front of the vehicle.

The open mechanism works, I took it out and tested it. The motor spins, and the clutch engages. So that isn’t the issue. I am thinking it is either a control board or the door latch, as the latch keeps making a lot of noise after the gate is open.

Any idea how hard this would be to fix, or how much it would cost to replace? Thanks
