Default 2009 Suburban Fueling Issue

Hey guys, I read through a ton of posts, and I’m having an issue that I think is just a little bit different than the others.. I’ve got what seems to be a very common problem on these lol. Bought a 2009 Suburban, new to me with 178k on it, and it’s got a hard time filling with fuel. I saw right away the posts about the vent solenoid, so...
1st: replaced the vent solenoid with a standard ignition updated version, came with new vent lines so those got replaced too. That didn’t fix it.
2nd: friend of mine works at a shop, took it to him and he put it on a lift, smoked tested the evap system, found that the new vent solenoid was failing in the closed position with key off, replaced with new. Also replaced the charcoal filter when he was in there, since it was on a lift.
here is the weird stuff!
when the new vent solenoid got replaced, it fails again, but in the OPEN position, so with key off it’s open (as it should) and should be working right?
well it doesn’t.
so took the fuel fill hose off today and blew some air through it, same with the vent line that goes from whatever the black connection is to the top of the filler neck.
My question is, with some weird “electrical issues” (volt gauge can be a little weird sometimes, the Bose stereo occasionally makes a weird noise, and the driver side controls stop working occasionally) do you think it’s worth considering that there’s an electrical issue causing this? Are they unrelated and I should drop the tank to figure out what’s causing the fuel fill problems? Help a new guy out here guys!

GM puts a louvered plug in the filler pipe. Since it's bought used I'd check that. Had a buddy with a Express van with filling issues and we pulled the fill pipe off it where it connects to the tank at the rubber hose connector. Louvered plug was in the end of metal fill pipe and it had a metal ''tear off'' from say a fuel cleaner bottle stuck in it. Left it off and his slow fill issue stopped. And now he can siphon gas out of it also as that plug blocked the siphon hose getting down into the tank.
No sure on a Sub but it's worth checking IMO
