Default 350 TBI No Power to Fuel Pump, No Start

I recently bought an 88' Suburban with a 350 TBI in it. I drove it home and had started it up a couple times move it to where it resides now. It needed a head and intake gasket replacement. I've spent the last couple weeks doing so and reassembling pretty much everything besides some brackets and little bolts. I went to start it up and the fuel pump wasn't being activated.

I tried switching ground location for 2 wires from one spot to another on the head, then settled on an intake manifold bolt. These never changed the result of about 0.3-1.3 volts from the orange wire on the harness to the FP relay. I even tried splicing in a wire to the ground wire from the battery to rule out a bad ground. There's a little jumper from the red wire on the harness to the relay, so I jumped it and the fuel pump started up. I let it prime and cranked it over awhile and never got anything. I never even smelt any gas in the throttle body. It will run off starting fluid, but no fuel is going through the injectors.

I am getting 12 volts from the ECU at the orange wire beside the tan and white one, (these wires are beside each other on the harness to the relay). And I checked the 4 wires coming from the little bus bar on the firewall, and they all carry 12+ volts, idk if any are fusible links. All of the fuses under the dash are okay, including the inline fuse under the hood.

I hope and assume it's a couple simple fixes. Any input would be really really appreciated, thanks.
