Default 3rd row seat stuck up

The passenger side 3rd row seat is stuck in the up position. The latch moves, but the seatback won't go down so I can remove the seat.
.... Pulling my hair out!!

What year model ?
Is the seat fully seated and locked down? the fold release may not work if the seat is not fully latched to the vehicle bed base.
Does the release have any resistance compared to the other seat, or does it feel as if the there is no resistance and the release cable has broken?

08 2500,
I think cable is maybe broke? The seat is fully locked into the base, and the lever moved freely, and it almost feels like it's abou to release, then... Nothing.

Grabbing the top of the seat and pulling it toward me always works for me, assuming you're trying to do this from the back of the vehicle.
