93 Suburban with 208k. Trans shifts early through all gears. 1st-2nd before 10mph and through all gears before 35mph. Replaced TPS and VSS. What could be the issue?

It has 265/70/17 so they're not factory..

 

that will affect it a bit, but I don't know your vehicle history.

My 4L60E works fine, and cruising in 4th @ 35mph isn't unusual, but it depends on so many things... accelerator pedal position, engine load, gearing, incline etc.. so it's not really a reliable indicator. Try to find out the shift RPM and get the OBD system scanned for abnormalities. Make sure the relevant sensors are reporting correctly.
