99 Suburban- All 4wd lights stuck on

Hi all,
I recently bought a 1999 Suburban SLT 5.7 with the two button 4wd switch (the switch that was used on 1998 models and prior). The car is currently in 2wd and shows the “Service 4wd” light on the dash which from my research seems to be a common issue. What seems to be different is that all of the lights on the switch and the neutral light remain on no matter what I do. There is no flashing on start up or when I press/hold down the buttons. It doesn’t seem like it is trying to shift into 4wd as I do not hear any sounds or grinding when I press the buttons. I checked the fuses, the wiring around the transfer case motor and into the switch and didn’t find any obvious breaks. I replaced the switch but that didn’t do anything. I’m planning on checking out the TCCM next but wanted to see if anyone has had a similar issue as I cannot find another post where this has happened. Please let me know if I need to clarify anything.
