Default Brakes take to much force.

Just bought a 03 Tahoe Z71 and the only issue is that the brakes take alot of force on the pedal. In most cars you have to let up on the pedal as you come to a stop to keep from jerking, but in my Tahoe I have push harder to even come to a stop. The Tahoe only has 22k miles on it and was taken to the dealer a few times by the previous owner only to be told "the brakes are fine". My only thought is the vacuum to the booster has a issue. I have not had time to dig in yet but I was wondering if anyone has had the same issue or may have any other ideas.

Default vaccum booster

I replaced one of those in my '95 Tahoe, fixed it right up...

A bad booster would make the pedal rock hard all the time. Turn the engine off pump the pedal several times it should get harder with each push. Now start it does the pedal get softer?
