Engine turns forever before firing....

I did the pressure test from the manifold, whenI turned the ignition on the line pressurized to about 50-52 lbs., but after turning the ignition off the pressure dropped to 0. I understood the line was supposed to remain pressurized? So just to confirm I ran the same check on my boy's Tahoe and when he turned the ignition off the line remained pressured at 53 lbs. Does this mean my regulator is going out? Or is the fuel pump going?
