lift gate

I have a 2007 suburban and I am trying to install new liftgate struts. I got the parts from the dealership and I cannot compress them by putting all my 200# on them. Is this normal or is there some way that I need to release the shaft from the housing?

Are saying that w/ the liftgate fully open, the strut is too long to hookup?
