Default Power Steering "whine"?

So ya know that "whining" noise you get when your power steering fluid gets low? Well, I had a leek, the whining started, so I took it in & had the pump, reservoir, and all lines replaced. But.......the whining is still there. Could that whine be coming from the actual steering gear?

It's been bled to death, by one shop, and then by the actual Cheby dealership. Maybe the "new" power steering pump came off the shelf faulty? It's from AutoZone, and life warranty.

if vacuum bleeding won't fix it....new pump is where i would start
when the new pump is installed the system needs to be manually bled and topped up b4 starting the engine.
