Probably something to do with ABS. Is the ABS or brake light on?

what model year and engine?
Its this a high speed brake shake or does it happen at slow speeds only?

If its the latter, is the abs pump activating? if yes, you have a false activation from a wss signal fallout.

Default Pulsing brakes

I cleaned and lubed the pins. Seems to have fixed the problem.
