rebuilt 4l60e, no 2-3 or 3-4 shift

I've rebuilt my 4L60e. in my 1997 Suburban 2wd gas
I've done several other transmissions, (2004r, 700r4, turbo 350) but this is my first 'e'. I have a very good video from TechnicalVideo, plus the ATSG guide the FSM and the TURM (Trasmission Unit Repair Manual) for the '96 4l60e which is, i believe functionally identical. I air tested all the clutch packs as well as the 2/4 band. On the first test drive it flairs out of 2nd into basically no gear at all. I had a 'used tested' valve body on, so I swapped for another valve body that I know worked when removed. Same symptoms. I did blow a fuse that controls the tach/speedo and apparently shifting. I replaced that but still have only reverse/first/second.
I saw on a post elsewhere that the MAF and O2 sensors are on the same fuse as the transmission. I did have a warning (SES) for both of those, but I don't find any blown fuses anywhere (beyond the tach/speedo fuse).
I'm stumped. Ideas?

Hey hows it going, my truck does the same things. Does your truck if you put it in drive go from gear one to second then just slips to ****.?? well let me know. If i find anything about ill let you know.
