Default Roof rack cross rail install on a '98 Sub?

I bought a '98 Suburban years ago that had the roof rails removed already and they were loose in the back. Trying to figure out how they go back on. Looks as if you must remove the rear or forward end mounting points to slide them in the groove? Do you have to pull the headliner? Tried to loosen the top torx bolt but it is resisting big time which inclines me to think there is a bolt underneath. Any help would be appreciated!

If they are like the current version, they should be removable from the outside. And also the cross rails usually slide out by removing the rear end caps.
