Default suburban third row seat stuck down/out of vehicle

The third row seat is out of my 2006 Suburban and in the folded down position. It is stored in the garage.
I have opened and closed the seat a few times while moving it around.
I want to clean the seat but the last time I tried to raise the back of the seat it wouldn't open.
#1 latch seems to be operating as normal but the seat back remains locked down.

Solutions?

It is a matter of looking at the hinge and catch areas and seeing what is not allowing it to unfold. Should be pretty simple. Once you find the problem the release for that problem should be pretty simple.

Try kneeling on the seat to push it more closed before pulling the latch. You may have a seat belt holding it a little more open making the latch hard to operate
