When I went to go start my truck and put it into gear the shift stick was loose and it would not catch any gear.

So as I am panicking this man walks up and asks me what's going on.
I explained the issue to him and he just jumped into action taking the floorboard of my truck apart. Long story short he fixed the problem in less than five minutes.

Did I get scammed? Is there a way to disengage the transmission shift cable from under the car? Has this happened to anyone or has anyone heard of this before??

Did you pay the guy anything? To have the possibility of being a scam, you have to be out some money. Could have just been a Good Samaritan.
