Need some opinions on a “new” head that I purchased online. All four exhaust valves look to have broken a piece off the head itself. Is it just scrap metal now?

 

I don't see anything broken. It looks like the valve guide have been milled out.
Maybe for better flow? Did you ask the seller?

 

I did ask the seller but he has yet to respond. To me they seem too rough and jagged to be milled, but I’m here to learn so if it looks good I’ll put her on and see what happens

 

it's jagged because the walls are really thin around the bore.

I'm no engine builder either, but looking around online, it seems like there's something missing. When valve guides get all wallered out, they are reamed out and sleeved.
