Default Is it a bad batter or something else?

I have a 2006 Uplander that won't start. When I first tried it, it wouldn't turn over or crank, although my dome light, dash indicators, and electronic door opener still worked. I checked the battery with my multi meter and it came back 9.66 volts. Does that read indicate a low or dying battery?

I then visually checked the starter solenoid, the electronic ignition, and fuel pump fuses, and didn't see any breaks or burnouts. I also checked the starter solenoid, fuel pump, crank, and ignition main relays by switching them with other relays with the same numbers. (yes, I did put everything back facing the same way.) I didn't get a chance to check the "Run" relay because I didn't know it was relevant at the time. Can a fuse be bad without being blown? Should I have checked them with my multi-meter?

After that, I tried cranking it so I could tell you all the symptoms. There was a rapid "clicking" when I turned the key. Then an audible "clicking" in the "on" position that synchronized with the dash icons turning on and off. When I accidentally put the key into the "off" position when turning it off, I could hear a crackling sound.

Now the dome light, dash readings, and electronic door openers won't work at all.

Thank in advance for all your wonderful advice and observations.

If the battery was 9.66v at the battery terminals it probably needs to be changed. You can try charging 1st but that reading will not start your car. How old is the battery? Don't forget to have the entire charging system check out!

Thank you, Rednucleus.

I bought the vehicle five years ago and it already had this battery in it. My middle-aged brain also forgot that 9.66 volts is extremely low for a 12 volt battery. (Duh!) A friend is taking me and the battery to Walmart tomorrow to get it tested. After replacing it or charging it up, I will be testing the voltage again to see if the alternator is also damaged. Here is a web page that explains how to do this. https://www.jdpower.com/cars/shoppin...h-a-multimeter

I will also be checking over the new shop in town, to see if I can trust the new mechanic. If he's really good, he will get tons of business in this town. I delayed getting the routine maintenance and checks on it, because I hadn't yet found a mechanic who either hasn't -- or hasn't tried -- to take advantage of me, or hasn't grossly misdiagnosed my mechanical problems.
