Lots of junk is coming from Asia. You can test your fuel pump with a gauge. You also may have a bad fuel regulator.

Since you have a pre-OBD II Chevy, with the TBI fuel injection, the fuel pressure regulator is located under top of the TBI unit. You'll have to remove the two fuel injectors off to replace it, as it attaches to them. You should be able to see the fuel line attaching to it. Probably need to attain some new gaskets when you do so. It's really very simple to do. Easier then working on lots of carburetors, as I have done.

Is the fuel filter restricted? To check fuel psi there is an adapter that goes in place of the fuel filter and allows you to attach a psi gauge. As I remember fuel psi is 9-13 psi. Hope this is helpful.
