Have you verified the pressure with a mechanical gauge or are you relying on the dash?
The rockers could be tapping due to a lack of oil flow to the top end but not necessarily low pressure.
Verify the oil pressure with a mechanical gauge to determine the next steps of diagnosis.

When it all started , it would would take longer then normal for the pressure to come up to 30l lbs , and it was make a vibration on start up , now it's not doing that but it holds 30 at idle and 36 at 2000 rpm, and it has at one or more lifters taping after you drive it a little .

That said, the sensor port location will only tell you the oil pressure post-filter, but it doesn’t tell you how much oil/oil pressure is reaching the lifters. The sensor port tees off the oil galleys that feed the lifters, cam and crank.
It’s possible there’s a restriction in the top end causing oil starvation. The easiest way to verify is to remove the valve covers and crank the engine over without starting it for +/- 30 seconds. By then, oil should be jetting from every rocker.
