4X4 issue, 4high not working but will go into 4low

Default 4X4 issue, 4high not working but will go into 4low

First post on here and I’m at a loss
2004 2500 6.0
truck came to me with 4x4 issues, put it in 4 low and I could feel the transfer case binding up, pulled in, no fluid in tcase and pulled a bunch of chunks out. Fast forward got a reman transfer case and installed, everything went fine.

Before swapping tcase I couldn’t get it into 4high either but figured it was due to internals being messed up.

I can get it in 4 low fine, if I’m in 2wd and hit 4high it blinks then goes back to 2wd. If I’m in 4 low and hit the 4 high button it blinks then goes to auto 4WD. It will not go into 4 high or auto 4WD from 2WD, also can’t get it to go into neutral which isn’t my biggest concern.
Here’s everything I’ve tried so far and I’m at a loss.
Swapped encoder (returned part)
Tried a new 4x4 actuator (never installed in front axle just plugged in and had no change so returned part)
Used push buttons from a parts truck
Used TCCM from parts truck
Removed and cleaned ground below DS door
Unhooked battery and 4x4 fuse and let it sit for awhile
Checked the harness quick and didn’t find any place where it had rubbed through

While in 4 low I can’t turn the front driveshaft by hand. Really need some help here guys

Was the TCCM programmed to the truck? Did you try running a diagnostic scan?

Does it need to be programmed? It acted the same and had no change as the old TCCM. Yes, no codes.

I thought control modules had be flashed with the VIN. I could be wrong.
