lost 3rd & 4th gear

lost 3rd & 4th gear
2002 Avalanche 8.1 Vortec
When the instrument shut down under startup, car does not shift to 3rd and 4th gear. Only first and second is working. Even in manual.
When I operate the gear lever, the instrument starts up again. Or if I just start to drive.
Some rarely times, instrument doesnt shut down under startup, then also transmission work fine as well.
Have made new ground to instrument, fromt battery to engine, and from battery to chassis.
Have checked lots of solderings in instrument cluster. Instruments works all fine until I crank the engine.
