Default 1996 Caprice Classic 5.7L won't start or crank.

I drive a 1996 Caprice Classic with a 5.7L that has over 197k miles on it. I have had no problems with the car starting, and have been driving it daily, and long distances for the past few weeks. I drove it to work today at 6:45 in the morning, and it started up fine, didn't stall, etc. I took my break at 12:00, went to start up my car, and it wouldn't even as much as crank. It isn't the battery. Checked the voltage, it's fine. I had a re-manufactured starter installed, and since then, it has only been driven maybe 400 miles approximately. Can someone help me?

What is the car doing/not doing when you try to start it? Any lights on in dash? Absolutely nothing at all (i.e. lights come on but that's it)? My 95 will occasionally act that way, come to find out P.O. had an aftermarket anti theft installed and did a bad removal job. Consequently it trips the factory anti theft and if I leave the key on for 5-10 minutes without trying to crank she will then start. This does throw the security light on though.
