Default 2000 Cavalier will not start

I have to 2000 Cavalier with 2.2,with 93,000milesthat will not start. It is getting spark and seems to be getting fuel, the plugs are getting wet anyways. It almost acts like its not getting any compression, but if you back the rocker arms off it seems better, like the lifters are pumped up, but it still wont start. I have replaced the plugs, it has a 1/2 tank of gas (or at least that is what the gauge says), you can her the fuel pump kick on when you turn the key on. It has started a couple of times breifly, but when you try restarting it again right after, its like you are back to square one again. Is it possibly not getting enough fuel pressure? It still seems odd that it sounds like there is no compression until you back to rockers off. We did put a scan tool on it to see if it would pull any codes, but it didnt. Any help would be greatly appreciated.

might not be getting any fuel due to either the fuel filter or the gauge is not reading the right level in the tank.

check compression maybe a bad valve but should start so may even be flooding out

I did a compression test and a leak down test, everything seemed to be normal there. Sorry, I forgot the mention that in my initial post.
